Google Ads for business setup firms in Dubai: where budget leaks

Google Ads for business setup firms in Dubai: the seven budget leaks we see most, a negative keyword starter list and an audit checklist you can run this week.

Key takeaways
  • Business setup is a crowded auction in Dubai, so every wasted click on a job seeker or a visa status check costs real money.
  • Broad match without negative keywords is the biggest leak: Google's own docs say it can show your ads on related searches that lack your keyword's meaning.
  • If you do not count calls, WhatsApp clicks and booked consultations as conversions, Smart Bidding optimizes for the wrong thing.
  • Fast follow-up and Arabic and Russian ads often matter as much as the bid itself.

Most business setup firms in Dubai do not have a Google Ads problem, they have a leak problem. The clicks come in, the invoice arrives, and the number of booked consultations does not match. This guide to Google Ads for business setup firms walks through the seven leaks we look for first, with a negative keyword starter list and an audit checklist you can run in an afternoon.

Why this niche is expensive

We will not quote a cost per click, because it changes by keyword, match type, month and competitor, and most numbers floating around online are not sourced. Check Keyword Planner for your own terms, with the UAE as the location, and look at the top of page bid ranges.

What we can say is why the auction is crowded:

  • A client is worth a lot. A setup package, plus visas, bank account support, accounting and renewals, can mean years of revenue from one lead. That justifies high bids for everyone.
  • Many players bid on the same words. Consultancies, free zone authorities, banks, accountants and directories all want "company setup in Dubai". Search your own keywords in the Google Ads Transparency Center to see who is advertising.
  • The searcher is often abroad and comparing. Founders search from London, Moscow, Mumbai or Riyadh, ask three firms for quotes and pick the one that answers clearly and fast.

In an auction like this, wasted clicks hurt more. Here is where they usually go.

Leak 1: broad match on informational queries

Google is explicit: with broad match, ads may show on searches that are related to your keyword, even without your keyword's direct meaning. Its own example shows a "low carb diet plan" keyword matching "mediterranean diet books".

For a setup firm, "company formation Dubai" on broad can match "how to open a company in Dubai by myself", "Dubai free zone list pdf" or "business setup jobs in Dubai". These searchers want information or a salary, not a consultant.

Fix: keep your core money terms on phrase and exact match, and only run broad match where you have strong conversion data and a tight negative list. Then read the search terms report every week.

Leak 2: no negative keywords

Negative keywords let you exclude search terms from your campaigns. Two details from Google's docs matter here:

  • Negatives do not automatically cover close variants: you need to add synonyms and singular or plural versions yourself.
  • Negative broad, phrase and exact behave differently. A negative broad keyword blocks a search only when all its words appear, in any order.

One Dubai-specific trap: never add "free" as a broad negative. It would block "free zone company setup", which may be your best traffic. Use phrases such as "free visa" or "free consultation" (if you do not offer one) instead. See the starter list below.

Leak 3: sending every click to the homepage

Landing page experience is one of the factors in Quality Score, and Google assesses whether the page is relevant, useful and easy to navigate, and whether it matches what the ad promised. A homepage that talks about everything, with a contact form at the bottom, rarely matches "freelance visa Dubai cost" or "mainland LLC license".

Fix: one landing page per intent: mainland, free zone, offshore, golden visa, freelance permit, accounting and VAT. Each page answers the obvious questions (what is included, how long it takes, what documents are needed), shows a WhatsApp button and a phone number, and offers a short consultation booking.

Leak 4: no call or WhatsApp conversion tracking

Many founders never fill in a form. They tap WhatsApp or call. If those actions are not tracked, Google's bidding sees fewer conversions than really happened, and optimizes for the wrong traffic.

Google Ads can track calls from call assets, calls to a number on your website and clicks on a phone number on your mobile site, with a minimum call length you choose. Clicks on your WhatsApp button can be set up as web conversions through the Google tag. Then decide which actions are primary conversions used for bidding and which are secondary, so a two-second call does not count the same as a booked consultation.

Leak 5: slow follow-up

The best click in the account is wasted if nobody answers for six hours. The Harvard Business Review study of online leads found firms that contacted a lead within an hour were nearly seven times as likely to qualify it as firms that waited longer. It is 2011 US data, but anyone who has sent three setup firms the same WhatsApp message knows the feeling.

Check your ad schedule against the hours you can actually reply, or better, make sure someone (or something) replies instantly at all hours. We cover the targets in WhatsApp response time: what Dubai customers expect.

Leak 6: ignoring Arabic and Russian searches

Arabic is the UAE's official language, and Russian is one of the official court languages listed in the same government fact sheet. Founders from Russian-speaking countries and from across the Arab world search in their own language, yet many setup firms run English-only ads.

This matters more from September 2026: Google says the campaign-level language targeting setting is being removed and Search ads will automatically match based on the language of your ads. If you have no ads written in Arabic or Russian, you are relying on Google to show English ads to people searching in other languages, if at all.

Fix: separate ad groups or campaigns with ads and landing pages in Arabic and Russian (and other languages your consultants actually speak), with a team member or a WhatsApp flow that can reply in that language.

Leak 7: not importing offline conversions

For a setup firm, the real outcome happens after the click: a consultation booked, a quote accepted, a license paid. If Google never hears about it, it treats a tire-kicker and a signed client the same.

Offline conversion import lets you send those outcomes back to Google Ads, using the Google Click ID (GCLID) saved with each lead. Google describes enhanced conversions for leads as the upgraded version, using hashed contact details the lead gave you. In practice: store the GCLID or contact details in your CRM, mark "consultation booked" and "client signed" as stages, and upload them on a schedule. Your bidding then learns which searches produce clients, not just clicks.

Negative keyword starter list

Review these against your search terms report before adding them: some firms do sell to the people below.

Theme Example negatives Note
Jobs and salaries jobs, job, vacancy, vacancies, hiring, careers, salary, internship, cv, "free zone visa salary" Unless you recruit through ads
Visa admin checks "visa status", "visa check", "visa fine", "overstay fine", "visa validity", "emirates id status" Admin lookups, not new clients
Government portals login, portal, "mohre login", "amer centre", "tasheel", "typing centre" People looking for a service counter
Do it yourself "how to", "step by step", "myself", "by yourself", pdf, template, sample Add with care: some "how to" searchers become clients
Free information "free visa", "free license", "free consultation" Never add "free" alone: it blocks free zone searches
Education and research course, thesis, assignment, wikipedia, reddit, quora, news Students and researchers
Wrong services "tourist visa", "visit visa", "maid visa", "driving license" Unless you offer them

Frequently asked questions

How much does a Google Ads click cost for company formation in Dubai?

It varies by keyword, match type, competition and month, so we do not quote a figure. Open Google Keyword Planner, enter your exact terms with the UAE as the location, and check the top of page bid ranges for your own service list.

What negative keywords should a business setup firm use?

Start with job and salary terms, visa status and fine checks, government portal and login searches, and do it yourself or free information searches. Be careful with the word free, because a broad negative on it would also block free zone searches, which are often your best leads.

Should Google Ads go to my homepage?

Usually not. Google measures landing page experience as part of Quality Score, and a page that matches the search, such as a mainland, free zone or golden visa page with a clear WhatsApp and call option, tends to convert better than a general homepage.

How do I track consultations that are booked offline?

Save the Google click ID or the lead's contact details when the enquiry arrives, then upload the conversion when the consultation is booked or the client signs. Google Ads calls this offline conversion import, and enhanced conversions for leads is the upgraded version.
